How to check a security licence in Victoria

Victoria issues licences to both security businesses and the individuals who do the work. Since 19 June 2025, all private security activities are licensed activities: people who held a registration had until 19 June 2026 to apply to move to a licence, and some registrations stay valid until those applications are decided.

Business licences

Private security business licence

Needed to operate a security business that provides people licensed for one or more of these activities, whether as a sole trader, partnership or company:

  • investigator
  • bodyguard
  • crowd controller
  • security guard (and its sub-activities)
  • private security trainer
  • security equipment installer
  • security adviser

Individual licences

Private security individual licence

Needed to do the work yourself, for each activity you perform. Security guard has six sub-activities:

  • unarmed guard
  • armed guard
  • cash-in-transit guard
  • control room operator
  • monitoring centre operator
  • guard with a dog

CCTV, alarm and lock work

Victoria Police defines a security equipment installer as someone who installs, repairs, services or maintains security equipment: security cameras and audio systems, recording systems, alarms and alarm monitoring systems, safes and vaults, intrusion detectors, and electric, electro-mechanical, magnetic or biometric access control devices. Locks aren’t in that list, so if you’re hiring a locksmith for access control or other security equipment, ask whether their licence covers it.

How to check a licence in Victoria

Use the Victoria Police Register of Licence, Registration and Permit Holders.

  • Search by name, or by licence or registration number.
  • It shows the name, licence or registration type and number, the activities authorised, and the expiry date. Some licences issued from August 2025 show short activity names, such as “Installer” for security equipment installer.
  • Suspended, cancelled or expired licences don’t appear. A licence being renewed stays on the register past its expiry date until Victoria Police decides the renewal.
  • Someone who applied under mutual recognition (with a licence from another state) may take a few weeks to appear.
